Service Description

The Hostage Negotiation course is specifically designed for law enforcement professionals and tactical team members who are responsible for crisis response and hostage situations. This hands on, scenario based training will help the student learn and grow as a hostage negotiatior. It will provide the student with the knowledge, skills, and inside tips on what it takes to become proficiant in hostage negotiations. Topics Covered: History of Negotiations Tactical Use of Negotiators Team Structure / Command Post Basics of Negotiating - Intelligence Communications & rapport building Negotiation with Suicidal Persons Critical Incident Management Psychology of Negotiations Terrorism and extremists Stress Management-the aftermath Legal Issues Training Development H.O.B.A.S. Kidnapping Negotiations Scenario based training and practical exercises Instructor: Sgt. David Carroll (retired) has 29+ years LE experience with majority specialized in Crisis/Hostage Negotiation experience to include CNT Management and Training and crisis response with the tactical team. Sergeant Carroll served three tours with the TCSO Crisis Intervention Team (CIT). He served with the team as a Deputy from 2003 through 2006, as a Senior Deputy and FTO from 2011 through 2012, and as Team Sergeant from 2019 through 2023. As CIT Sergeant, he served as a member of the Behavioral Health Criminal Justice Advisory Committee, Travis County Threat Assessment Team, and the Mental Crisis Treatment and Placement Solutions discussion group (MCTaPS). MCTaPS is a discussion group put together by Sergeant Carroll to address short-term and long-term solutions for the Mental Health crisis in Central Texas. It is made up of multi-discipline and multi-agency persons including Psychiatrists, Nurses, Social Workers, Judges, Attorneys, and Peace Officers. From 2003 through 2020, Sergeant Carroll served ancillary duty with the Crisis Negotiation Team (CNT) in every role from Primary Negotiator to Team Leader and Team Coordinator. Sergeant Carroll was a member of the first TCSO Crisis Negotiation Team to be under the SWAT Lieutenant and operate and train under the FBI/NYPD model of Crisis Negotiation. During his time with the CNT, he took active part in the successful and peaceful resolution of numerous crisis situations to include hostage situations, kidnapping, barricaded persons, and suicidal persons.

This gives others the opportunity to register for the class. If you have to cancel your class, and do so at least 5 days before the class, you may use the credit towards any future class. At any time after registering, or within 5 days of the course, you may transfer the registration to another person.
