Service Description
This course is being hosted by the Missouri City PD Some of the topics this course covers: Commission Rules and Legislative Changes Role of the First Line Supervisor Values, Ethics, and Principals Effective Communication Skills Effective Leadership styles and Characteristics Counseling, Goals, and Preparation Liability and Civil Rights Issues Principals of Planning and Organizing The Transition into the Supervision Role Racial Sensitivity and Cultural Diversity Special Investigative Issues Effective September 1, 2015 HB 3211 amends Occupations Code 1701.352(d) to require a peace officer who is newly appointed or will be appointmented to the officers first supervisory position to recieve in-service training on supervision not earlier than the 12th month before the date of that appointment or later than the first anniversary of the date of that appointment. Instructor: Lt Belinda Mangum (retired): Lieutenant Belinda Mangum (retired), a highly accomplished and dedicated law enforcement professional with an incredible 25 years of service. Belinda’s extensive experience and expertise make her an invaluable asset as an instructor. Throughout her career, Belinda has held various critical roles, including patrol deputy, DWI Enforcement deputy, SFST instructor, I.O. operator and crisis intervention deputy. Belinda also served as a training academy instructor, firearms instructor, and BPOC instructor to name a few. As a detective Belinda investigated persons and property crimes before being selected for the child abuse multi-disciplinary investigatory team. Belinda was promoted to patrol sergeant and later selected as the criminal investigations division sergeant and hostage negotiations team supervisor. In her role as Lieutenant, Belinda supervised a patrol platoon and served as the Field Training Director. Additionally as a Lieutenant, Belinda supervised two Special Operations Divisions: Special Operations traffic consisting of MOTORS, HEAT, CVE, Lake Patrol, and the Dive Team and later Special Operations - Crisis Intervention Team and School Resource Officer Program consisting of multiple districts. Belinda has completed prestigious training programs, including the FBI Trilogy, Bill Blackwood’s LEMIT Leadership Inventory for Female Executives, TCLEADS, and SHEILD. Additionally, she has trained and is experienced in Active Shooter Incident Management, Advanced Hostage Negotiations, Special Event Evacuation and Contingency Planning for Sports Venues
