Chair, Law Enforcement

John M Helenberg

John M. Helenberg is a Master Peace Officer and Lieutenant at the Milam County Sheriff's Office in charge of the Special Operations Division.  John previously served as the Director for Agency Operations at the Texas Commission on Law Enforcement and as Executive Director for the State Veterinary Board.  During his distinguished law enforcement career, John graduated from the 245th session of the FBI National Academy and served in several special assignments, such as Police K-9 Handler, Special Deputy U.S. Marshal, and a police advisor for the U.S. State Department at the U.S. Embassy in Morocco, Africa.

John began his public service career with the Clear Creek Independent School District in Clear Lake Texas as a teacher’s aide and progressed to a certified vocational teacher.   John served 24 years with the Texas Military Forces and was promoted to the rank of Chief Warrant Officer 5 and served as the Inspector General for the Texas State Guard.

Candice Simon

Candice Simon is the Co-Founder of S3 Public Safety Consulting, LLC which specializes in Public Safety Design and Implementation.  Candice is a Retired Texas Peace Officer, who has experience working with Municipal, County, State, and Federal Law Enforcement Agencies.  Candice most recently served as the Captain overseeing the Enforcement Division at the Texas Commission on Law Enforcement.  Candice previously served on the Federal Bureau Investigations’ Public Corruption Squad as a Federal Task Force Officer.  Candice has a Top-Secret Security Clearance issued by the Federal Government.

Candice graduated from the Protective Services Training Course and has served on protective service details for state dignitaries.   Candice is actively involved in the security operations and public safety planning for events conducted at the Circuit of the Americas.

Mike Stanley

​Mike Stanley is a Retired Master Peace Officer serving 20 years with the Houston Police Department.  Mike is the owner of Sport Divers of Houston, Inc.  Mike has been a scuba diver since 1979 and became a dive instructor in 1983 and ultimately a course director in 1986.   In Mike’s diving career, he has overseen and conducted training operations for nearly 40 years.

Jake Woese

Jake Woese is the Security Director for the Circuit of the Americas international Racetrack and Security Operations Consultant for ESCO Security Consulting.  Jake has served as the Security Director for large international races and multiple entertainment personalities.  Jake has experience coordinating state and federal law enforcement agencies for international events; as well as, providing training to staff and vendors on public safety protocols.  Jake continues to provide security consulting for the NFL, MLB, NHL, MN State Fair, Rolling Stones, and Formula One security.
