Chief Administrator
Kevin G. Reams
Major Kevin G. Reams served as the Deputy Inspector General for Inspections with the Texas State Guard and has served 23 years as a Military Science Instructor for Clear Creek Independent School District. Kevin started learning about public service very young earning his Eagle Scout at 15 years old. Since that time, he has been dedicated to public service and training. He served as an instructor for the Sam Houston Area Boy Scout Council and for the National Jr. Leaders Course at Philmont New Mexico.
In 1993, he served as the Operations and Training Supervisor for Six Flags AstroWorld where he was responsible for training employees in safety, park operations, and CPR. In 1996, He received his commission as a 2LT in the Texas State Guard and was certified as a Military Science Instructor for CCISD in 1997. As a military officer, Kevin has served in various roles such as the Commanding General’s Aide de camp, Deputy Operations, and Training Officer, Operations Officer, and Deputy Inspector General for Inspections.
Kevin also served as the teacher representative on the TCOLE School Marshal Development Committee charged with creating the new program. In 2005, Kevin became a Certified Diver and has logged over 1200 dives. In 2007, he became a Divemaster, then Assistant Dive Instructor in 2009, and finally a Dive Instructor in 2018.

Belinda Mangum
Lieutenant Belinda Mangum is a retired law enforcement leader with more than 27 years of
experience, including 25 years of service with the Travis County Sheriff’s Office, where she held numerous operational, investigative, and command assignments. During her career, she served in a variety of roles including Patrol Deputy, Detective, Patrol Sergeant, CID Sergeant, Patrol Lieutenant, and Special Operations Lieutenant. She also served as a Hostage Negotiator and later as the Hostage Negotiations Team Coordinator.
Belinda’s career included extensive work in patrol operations, criminal investigations, crisis
response, and multi-agency coordination. As a detective, she investigated persons and property crimes as well as child abuse cases, serving on a multidisciplinary investigative team that included the Center for Child Protection, the Texas Department of Family and Protective
Services, the Travis County District Attorney's Office, and the Austin Police Department.
As a Sergeant, she supervised a patrol platoon, the Hostage Negotiations Team, and later the
Criminal Investigations Division.
As a Lieutenant, Belinda commanded patrol operations while serving as the Field Training
Director for the Law Enforcement Field Training Officer Program. She later transferred to the
Special Operations Traffic Unit, overseeing units that included Highway Enforcement/Accident Reconstruction, Motors, Lake Patrol, Dive Team, and Commercial Vehicle Enforcement. In 2019, she transitioned to Special Operations Lieutenant over the Crisis Intervention Team, a multidisciplinary partnership with the Austin Police Department, while also overseeing the School Resource Officer Program serving multiple school districts in Travis County.
Belinda is a Master Peace Officer and Firearms Instructor certified by the State of Texas. She
is a graduate of the FBI-LEEDA Trilogy Program and LEMIT’s Leadership for Female
Executives program. Her specialized training also includes Active Shooter Incident
Management, Advanced Hostage Negotiations, and Special Event Evacuation and Contingency
Planning for Sports Venues. During her career, she served as the Law Enforcement Incident Commander for major events at Circuit of the Americas, including the Formula One United States Grand Prix, NASCAR Cup Series, and the MotoGP World Championship.
