Kevin G. Reams, Chief Administrator

Major Kevin G. Reams served as the Deputy Inspector General for Inspections with the Texas State Guard and has served 23 years as a Military Science Instructor for Clear Creek Independent School District.  Kevin started learning about public service very young earning his Eagle Scout at 15 years old.  Since that time, he has been dedicated to public service and training.  He served as an instructor for the Sam Houston Area Boy Scout Council and for the National Jr. Leaders Course at Philmont New Mexico.

 

In 1993, he served as the Operations and Training Supervisor for Six Flags AstroWorld where he was responsible for training employees in safety, park operations, and CPR.  In 1996, He received his commission as a 2LT in the Texas State Guard and was certified as a Military Science Instructor for CCISD in 1997.  As a military officer, Kevin has served in various roles such as the Commanding General’s Aide de camp, Deputy Operations, and Training Officer, Operations Officer, and Deputy Inspector General for Inspections. 

 

Kevin also served as the teacher representative on the TCOLE School Marshal Development Committee charged with creating the new program.  In 2005, Kevin became a Certified Diver and has logged over 1200 dives.  In 2007, he became a Divemaster, then Assistant Dive Instructor in 2009, and finally a Dive Instructor in 2018.   

Belinda Mangum, Training Coordinator

Belinda Mangum is a Lieutenant with the Travis County Sheriff's Office with 25 years of service.  Over the course of her career, she served as a Corrections Officer, Crisis Intervention Team Deputy,  Patrol Deputy, DWI Enforcement Deputy, DWI Instructor, Intoxilyzer Operator, Hostage Negotiator, Training Academy Instructor, Firearms Instructor, Detective, Patrol Sergeant, CID Sergeant, Hostage Negotiations Team Coordinator/Supervisor, Patrol Lieutenant, Patrol Field Training Director, Special Operations Traffic Lieutenant, and Special Operations Crisis Intervention Team and School Resource Officer Program.  

 

As a Detective with the Travis County Sheriff's Office, she investigated persons and property crimes before transferring to the Child Abuse Unit.  During her time as a Child Abuse Detective, she worked on a multi-disciplinary investigatory team comprised of the Center for Child Protection, Child Protective Services, Travis County District Attorney's Office and Austin Police Department.  In 2012, Belinda promoted to Sergeant and where she supervised a patrol platoon and the Hostage Negotiations Team. After that she transferred to the Criminal Investigations Division where she supervised persons and property crimes. 

 

Belinda was promoted to Lieutenant in 2016 and along with her East Evening Patrol platoon she served as one of the Field Training Director's for the patrol division.  In 2017 she transferred to the Special Operations Traffic Unit comprised of the Highway Enforcement/Accident Reconstruction Team, Motors, Lake Patrol, Dive Team and Commercial Vehicle Enforcement.  In 2019 she transitioned to the Lieutenant over Special Operations of the Crisis Intervention Team which is a multi-disciplinary investigatory task force team with the Austin Police Department and oversees the School Resource Officer program which at one time was comprised of 5 school districts in Travis County.

 

Belinda is a Master Peace Officer and holds certifications as a Basic Instructor & Firearms Instructor with the State of Texas. Belinda has completed the FBI- Trilogy, LEMIT (Law Enforcement for Female Executives), Travis County Sheriff's Office Leadership and SHIELD program, to include Active Shooter Incident Management, Advanced Hostage Negotiations, Special Event Evacuation and Contingency Planning for Sports Venues and is serves at the Law Enforcement Incident Commander for large events at the Circuit of Americas.
