Kevin G. Reams, Chief Administrator

Major Kevin G. Reams is the Deputy Inspector General for Inspections with the Texas State Guard and has served 23 years as a Military Science Instructor for Clear Creek Independent School District.  Kevin started learning about public service very young earning his Eagle Scout at 15years old.  Since that time, he has been dedicated to public service and training.  He served as an instructor for the Sam Houston Area Boy Scout Council and for the National Jr. Leaders Course at Philmont New Mexico.

 

In 1993, he served as the Operations and Training Supervisor for Six Flags AstroWorld where he was responsible for training employees in safety, park operations, and CPR.  In 1996, He received his commission as a 2LT in the Texas State Guard and was certified as a Military Science Instructor for CCISD in 1997.  As a military officer, Kevin has served in various roles such as the Commanding General’s Aide de camp, Deputy Operations, and Training Officer, Operations Officer, and Deputy Inspector General for Inspections. 

 

Kevin also served as the teacher representative on the TCOLE School Marshal Development Committee charged with creating the new program.  In 2005, Kevin became a Certified Diver and has logged over 1200 dives.  In 2007, he became a Divemaster, then Assistant Dive Instructor in 2009, and finally a Dive instructor in 2018.   

Israel Limas, Training Coordinator

Israel Limas is a bi-lingual law enforcement professional who began his career in 2009.  Israel attended and graduated from the University of Houston Downtown- Peace Officer Academy where he obtained his Texas Peace Officer License.  Israel began his career with the Pflugerville Police Department as a Patrol Officer and was later promoted to Patrol Corporal.  Israel’s duties as a Corporal were to mentor, train and supervise shift officers.

 

During his career with Pflugerville Police Department, Israel was promoted to the rank of Detective where he was the lead Detective for the Crimes Against Persons Unit.  Israel specialized in Child Abuse related cases and violent crimes.  Israel is a well-rounded investigator who has also investigated property crime and statutory white-collar/ financial crime.  Israel has received numerous specialized training which has been utilized in successful investigations and prosecutions.

Israel has implemented, taught, and is proficient in the use of numerous Law Enforcement topics to include Hostage Negotiations, interviews & Interrogating, Criminal Investigations & Crime Scene, DWI, Mental Health, Eyewitness Evidence/Identification, Child Sex Trafficking, Child Abuse, Sexual Assault, Homicide & Assault Investigations, and Courtroom Security & Safety.  

Israel is currently commissioned with the Waller County Criminal District Attorney’s Office and currently holds an Intermediate Peace Officer certification, Instructor Proficiency certification, and Mental Health Officer certification.  Israel is a contract investigator for the Texas Veterinary Medical Examiner’s Office and is assigned to investigate administrative & criminal in nature complex cases.  Israel has recently managed, directed, and oversaw the Public Safety operations for the Circuit of The Americas racetrack & public entertainment venue.
