- Mental Health Officer #4201
This class is designed to certify an individual to be a statewide resource as a mental health officer (MHO), per Texas Occupations Code 1701.404, and the TCOLE Rule §221.11. An MHO assists responding law enforcement officers to determine, if and what, actions can be taken regarding the individual(s)’s 4th Amendment rights, due to the individual(s)’s incapacitation caused by their mental health crisis.This course certifies an individual on how to identify applicable situations for intervention, appropriate local resources for the demographics of the jurisdiction, and best practices on building resource/community connections. This course does not certify the applicant as a mental health care expert or mental health care service provider. This class is to achieve a voluntary and elite designation. The requirements to achieve this elite and voluntary designation reflect the gravity of the duties. All students will need to bring a laptop to class. This course will serve as part of the standards necessary for certification as a mental health officer by TCOLE. a)To qualify for a mental health officer proficiency certificate, an applicant must meet the following requirements: currently appointed as a peace officer, county jailer, or Justice of the peace; at least two years' experience as a peace officer, county jailer, or justice of the peace; if not currently a commissioned peace officer or county jailer, an applicant must meet the current enrollment standards; if an applicant is a commissioned peace officer or county jailer, an applicant must not ever have had a license or certificate issued by the commission suspended or revoked; if an applicant is a commissioned peace officer or county jailer, an applicant must have met the continuing education requirements for the previous training cycle; successful completion of a training course in emergency first aid and lifesaving techniques (Red Cross or equivalent); successful completion of the current mental health officer training course and pass the approved examination for mental health officer proficiency. (b)The effective date of this section is January 14, 2010. Please note: Peace officers who completed the Basic Peace Officer Course after 2019 (BPOC 1000667, 1000696, 1000720), will have both 1849 and 1850 and meet the enrollment requirements.

Texas legislature requires all law enforcement agencies to conduct a thorough pre-employment background investigation prior to appointing an applicant as a Texas Peace Officer, Jailer or Telecommunicator. This course is designed to guide investigators through a proper process to satisfy TCOLE background requirements. Students will have knowledge upon competition of this course on: SB 24, Documentation required (CBF), Secureshare, Internal affairs (G) files, the Appointment Process Flowchart and 1701.451 Pre-employment Procedure. 1. Student will be able to list the Documents needed from a Law Enforcement applicant. 2. Student will be able to identify the minimum standards required for persons to be licensed/appointed. 3. Student will have knowledge of the phases required during the pre-employment background investigation. 4. Student will identify the importance of conducting & documenting a Background Investigation. 5. Students will be able to explain the reason for conducting a proper and complete applicant Background Investigation. 6. Student will be able to identify disqualifiers through the background investigation. 7. Students will understand how to request, view, upload personnel files through the secured share platform. 8. - Inside the Perimeter- K9 Operator School
This course is a four-day (32-hour TCOLE credit) K9 Operator. The class will be taught by a K9 SWAT Operator. Students will need to provide their own transportation to and from different training sites in the Gulf Coast Houston Metro area. This course is limited to 12 K9 operator teams to maximize repetitions and allow for sufficient K9 rest and cooling off. ***The fee for this course is $500 for each K9 team. SWAT operators without a K9 may also attend for $150. *** If you are a SWAT team member, please go to the other registration link for this course.** This class will focus on understanding and implementing K9s into SWAT operations, including an overview of K9 team benefits and pitfalls. Progressive tactical K9 training plans will be discussed to give K9 handlers and SWAT personnel a proven program that, when implemented with their teams, will enhance a SWAT team by enabling K9 operations to integrate in the inner perimeter. Different real-world techniques covered will be resolution of barricaded suspect situations, structure clearing, K9 threshold evaluations, less-lethal options, and implementation of K9 into operational planning. In addition, students will receive emergency K9 trauma care training. The class will be hands-on and will require physical exertion. Prerequisites: Students must be certified peace officers or active military personnel in good standing with their agency. Students must be able to provide an agency ID on the first day of class. K9 teams must have proof of being actively certified in the discipline of K9 patrol by a nationally recognized third-party organization. A pass/fail K9 handler assessment will be conducted the morning of the first day of class. The assessment will consist of a half mile handler only run followed by manually lifting their respective K9 over a 6-foot fence or wall. The handler then must get themselves over the wall after the dog. The handler will be wearing a full duty belt and ballistic vest. Although walking is not permitted during the half mile run, there is no time limit on the physical assessment. A pass/fail sociability assessment for all K9s will be conducted by the K9 cadre. This is performed by checking the dog’s ability to be around others without showing extreme fear or aggression. Due to the nature of the class, instructors will determine if the K9 will be able to continue at an acceptable level during training exposure.

This course is very detailed with heavy class participation and discussion. The objective of this class will be to provide each investigator with the knowledge and practice to allow them to feel comfortable working Dangerous Dog cases in the field, appearing in court, and helping to alter or draft local ordinances. We will begin by learning all the definitions and terminology of the Dangerous Dog law. We will have discussion and examples of what makes a dangerous dog. This will be followed by coverage of the rest of TX Health & Safety Code 822, Subchapter D. We will discuss two case studies of past dangerous dog cases to understand how to make the decision to declare a dog dangerous as well as how to draft a dangerous dog declaration. We will cover the role the court plays in a Dangerous Dog declaration and what role it plays in various parts of your case.. We will also review when to use state law and when to use local ordinances. Class will continue on how to properly prepare for court and how to maintain continuity of documentation. Finally, we will learn each of the state requirements of owning a dangerous dog in Texas and how a jurisdiction can build on each requirement. We will review the proper way to perform an inspection as well as how to maintain contact with the insurance company. Day two we will learn how to handle cases when compliance is broken, and when a compliance hearing is necessary. We will spend the afternoon of day two doing a practical. Each student will be given a different dangerous dog case and will have to work through it to completion and present their case to the class. We will finish the day with a review of TXHSC 822, subchapters B, C, & E.
