Belinda’s extensive experience and expertise make her an invaluable asset as an instructor. Throughout her career, Belinda has held various critical roles, including patrol deputy, DWI Enforcement deputy, SFST instructor, I.O. operator and crisis intervention deputy. Belinda also served as a training academy instructor, firearms instructor, and BPOC instructor to name a few. As a detective Belinda investigated persons and property crimes before being selected for the child abuse multi-disciplinary investigatory team. Belinda was promoted to patrol sergeant and later selected as the criminal investigations division sergeant and hostage negotiations team supervisor. In her role as Lieutenant, Belinda supervised a patrol platoon and served as the Field Training Director. Additionally, as a Lieutenant, Belinda supervised two Special Operations Divisions: Special Operations traffic consisting of MOTORS, HEAT, CVE, Lake Patrol, the Dive Team and later Special Operations - Crisis Intervention Team and School Resource Officer Program consisting of multiple districts.

- Mental Health Officer Training #4201
This class is designed to certify an individual to be a statewide resource as a mental health officer (MHO), per Texas Occupations Code 1701.404, and the TCOLE Rule §221.11. An MHO assists responding law enforcement officers to determine, if and what, actions can be taken regarding the individual(s)’s 4th Amendment rights, due to the individual(s)’s incapacitation caused by their mental health crisis.This course certifies an individual on how to identify applicable situations for intervention, appropriate local resources for the demographics of the jurisdiction, and best practices on building resource/community connections. This course does not certify the applicant as a mental health care expert or mental health care service provider. This class is to achieve a voluntary and elite designation. The requirements to achieve this elite and voluntary designation reflect the gravity of the duties. Prerequisites: (a)To qualify for a mental health officer proficiency certificate, an applicant must meet the following requirements: (1)currently appointed as a peace officer, county jailer, or Justice of the peace; (2)at least two years' experience as a peace officer, county jailer, or justice of the peace; (3)if not currently a commissioned peace officer or county jailer, an applicant must meet the current enrollment standards; (4)if an applicant is a commissioned peace officer or county jailer, an applicant must not ever have had a license or certificate issued by the commission suspended or revoked; (5)if an applicant is a commissioned peace officer or county jailer, an applicant must have met the continuing education requirements for the previous training cycle; (6)successful completion of a training course in emergency first aid and lifesaving techniques (Red Cross or equivalent); (7)successful completion of the current mental health officer training course and pass the approved examination for mental health officer proficiency. (b)The effective date of this section is January 14, 2010. The Dangerous Dog Investigator course is a comprehensive 16-hour training designed to equip investigators with the knowledge and skills to handle dangerous dog cases effectively. The course focuses on TX Health & Safety Code 822, providing a detailed review of the definitions, terminology, and legal requirements for declaring a dog dangerous in Texas. Key topics include: Understanding the Dangerous Dog Law (TX Health & Safety Code 822) Case studies to explore real-life scenarios and decision-making processes The role of the court in dangerous dog cases The interplay between state law and local ordinances in dangerous dog cases. How to draft a dangerous dog declaration and perform investigations Inspection processes and maintaining communication with insurance companies The course also includes a review of the state requirements for owning a dangerous dog in Texas, as well as how jurisdictions can build on these requirements to strengthen local ordinances. - Inside the Perimeter- K9 Operator School
This course is a four-day (32-hour TCOLE credit) K9 Operator. The class will be taught by a K9 SWAT Operator. Students will need to provide their own transportation to and from different training sites in the Gulf Coast Houston Metro area. This course is limited to 12 K9 operator teams to maximize repetitions and allow for sufficient K9 rest and cooling off. ***The fee for this course is $500 for each K9 team. SWAT operators without a K9 may also attend for $150. *** If you are a SWAT team member, please go to the other registration link for this course.** This class will focus on understanding and implementing K9s into SWAT operations, including an overview of K9 team benefits and pitfalls. Progressive tactical K9 training plans will be discussed to give K9 handlers and SWAT personnel a proven program that, when implemented with their teams, will enhance a SWAT team by enabling K9 operations to integrate in the inner perimeter. Different real-world techniques covered will be resolution of barricaded suspect situations, structure clearing, K9 threshold evaluations, less-lethal options, and implementation of K9 into operational planning. In addition, students will receive emergency K9 trauma care training. The class will be hands-on and will require physical exertion. Prerequisites: Students must be certified peace officers or active military personnel in good standing with their agency. Students must be able to provide an agency ID on the first day of class. K9 teams must have proof of being actively certified in the discipline of K9 patrol by a nationally recognized third-party organization. A pass/fail K9 handler assessment will be conducted the morning of the first day of class. The assessment will consist of a half mile handler only run followed by manually lifting their respective K9 over a 6-foot fence or wall. The handler then must get themselves over the wall after the dog. The handler will be wearing a full duty belt and ballistic vest. Although walking is not permitted during the half mile run, there is no time limit on the physical assessment. A pass/fail sociability assessment for all K9s will be conducted by the K9 cadre. This is performed by checking the dog’s ability to be around others without showing extreme fear or aggression. Due to the nature of the class, instructors will determine if the K9 will be able to continue at an acceptable level during training exposure.
